To use the FS locking feature:
- First upgrade your SP to 4.3
- Copy the included FSLock_DBEdit.exe with the NameServer and run it
- Lock the FS's you want
- Close the app
- No need to restart the NS

Important Notes:
- An error will be raised if all FS's are locked and you will not be able to create new accounts
- If a group is set to use a specific FS it will override any lock settings
- DBEdit.exe does not work properly over Terminal Services.  Use directly on the Storage Platform.
